Notes
- Report cards (team, player, jersey number, and reason) to Jim Myers via arbiter game report,
phone call (443-340-2828), or email (jamyers208@comcast.net). Yellow and red cards given to Carroll
County teams as well as red cards to non-Carroll County team should be reported.

An additional step is required for red cards involving a Carroll County
Public School team.
The Carroll County Ejection Report form must
be filled out and sent to the
Carroll County Supervisor of Athletics,
Jim Rodriguez (Email:
jarodri@k12.carr.org). This form can be downloaded from the
Forms page.
- Official No. 1 make sure you call your partner(s) at least 48 hours prior to the game to verify the site,
time, and uniform. (Some of the times are a little strange, so make sure to take notice of the time
of each game. If you are not sure check with Jim Myers.) Official No. 2(and 3), if you do not hear
from your partner 48 hours prior, then you call them.

Complete List of Requirements for New High School Referees
- Must be at least eighteen years of age.
- Complete United States Soccer Federation entry-level course.
- Pay the new membership dues.
- Submit a letter of application to the membership committee.
- List past experience.
- Desire to join our association.
- Complete at least three scrimmages under the supervision of veteran officials
and/or the membership committee.
- Pass the National Federation test with a score of at least 80%.
- After completion of the above requirements, probationary members will be
assigned games in accordance with their experience and/or ability.
- During the probationary year, applicants will be observed in a minimum of
three game situations by three different experienced officials, who will
evaluate and make recommendations to the membership committee.
- Upon successful completion of all of the above and with a favorable
recommendation by the membership committee, the applicant’s name shall be
submitted for consideration for active membership before the entire Board at the
annual meeting. Approval by two-thirds of the members present is required. A
written ballot is used.
- If the membership committee feels a new member has not met the above
requirements and needs to continue as a probationary member for a second year,
their name will be submitted to and voted on by the Executive Committee prior to
the annual meeting.
- Any transfer, who was in good standing, from a recognized Board of
Approved Soccer Officials shall be admitted to this Board providing they fulfill
all requirements set forth for active members and is approved by the Executive
Committee.
State Rules Interpretation Clinic
If you are unable to attend the state rules interpretation clinic in
Westminster, then you are required to attend one of the clinics offered in another part of the state.
